The Chester Metropolitan District is seeking responses for the following projects:
RFQ: Engineering Services for Water Filtration Plant Expansion
Chester Metropolitan District (CMD) is seeking a qualified firm to conduct a Preliminary Engineering Report for the expansion of the Robert W. Hemphill Water Treatment Facility in Fort Lawn, South Carolina. The facility is currently rated at 7.2 Million Gallons per Day (MGD).
Scope of Services: The selected engineering firm shall prepare a Preliminary Engineering Report (PER) and conceptual plans. The selected firm will also be responsible for construction and bid documents, permitting, bid phase services, and construction administration when CMD proceeds with the project.
Proposal Contents: All responses must include a) A letter of introduction; b) General information regarding the firm; c) Detailed summary of the firm’s relative project experience with references and contact information; d) Identification of the personnel that will be assigned to work on the project and their relevant work experience and credentials; e) A detailed discussion of the project approach; f) A proposed schedule for each phase of the project; and g) any other relevant information.
Selection Criteria: Qualifications will be evaluated and reviewed by District staff and weighted for evaluation purposes based on the Firm’s (a) Ability to complete all project requirements-25%; (b) Experience with similar projects-25%; (c) Project understanding and schedule-25%; (d) Project Approach-20%; (e) other relevant factors-5%.
Qualifications will be received until 4:00 P.M EST, October 14, 2019, at the office of Chester Metropolitan District, Attn: Susan H. Roddey, Executive Assistant, 155 Wylie Street, P.O. Box 550, Chester, SC 29706.
Each Responding Firm Must Submit one (1) original and four (4) signed copies of their qualifications package. Qualifications and supporting material should be enclosed in a sealed envelope marked with the words “Chester Metropolitan District Plant Expansion PER RFQ” and the name of the responding firm.
