Chester, S.C., October 2, 2015 – Upon the retirement of Executive Director Mike Medlin on September 30, 2015, after 26 years of leadership; the Chester Metropolitan District and Chester Sewer District are pleased to announce the selection of their new Executive Directors. On Tuesday, September 30, the Chester Sewer District and Chester Metropolitan District Boards of Commissioners each voted unanimously to approve their respective Executive Director.

Fred 1 ECCHESTER METROPOLITAN DISTRICT

The Chester Metropolitan has selected Fred W. Castles, III, PE, as its Executive Director. Mr. Castles has ten years of experience with CMD as its District Engineer and, most recently, its Assistant Director. Prior to his time with CMD, Mr. Castles spent over 15 years in the private sector providing engineering services related to the water industry.

He currently serves as President of the Water Environment Association of South Carolina and is actively involved in numerous other professional and civic organizations. Mr. Castles is a graduate of the University of North Carolina in Charlotte and a native of Chester County.


PTKCHESTER SEWER DISTRICT

The Chester Sewer District has selected Phillip A. Thompson-King as its Executive Director. Mr. Thompson-King has fifteen years of experience with CSD as its Assistant Director, and has twenty-seven years of experience in the water and wastewater fields.

He was recently selected to serve on the South Carolina Environmental Certification Board and is also actively involved in numerous other professional and civic organizations. Mr. Thompson-King is a graduate of Winthrop University and a native of Chester County.

During their tenure with the Districts, both men have played integral parts in the successful expansion and improvements of the Districts’ water and wastewater infrastructure and services to Chester County.
