Whether you’re new to Chester County or have lived here your entire life, our staff is ready and waiting to assist you with your utility service needs.  Our staff is available Monday – Friday, 8:30 AM – 5:00 PM, and our call center service can be reached any time our office is closed. We are accessible twenty-four hours a day.

General Information

The Chester Metropolitan District bills each customer once per month for services used during the previous month. All bills are for actual usage (water which passed through the meter). From time to time, a customer may receive an “estimated bill” due to an issue such as a malfunctioning meter or a high usage discrepancy. The estimate is based on an average of the customer’s usage history.

 

    • Bills are typically for a 28-31 day usage period, depending on weekends and holidays.
    • Bills are due fifteen (15) days from the “Bill Date”. If a bill is not paid in fifteen days, a late fee will be assessed.
    • Customers have an additional ten (10) days to make payment. If payment is not received by 5:00 PM on the 10th day (25 days from the “Bill Date”), a Non-Payment Fee will be assessed and the account will be disconnected.
    • Depending on your location, your bill may also include wastewater and/or garbage service.
    • CMD does not accept partial payments.
    • CMD is not responsible for wastewater service or garbage service. All inquiries must be directed to the appropriate authorities, listed below.

Our Services

CMD provides water service to the residents and businesses of Chester County, South Carolina. Below are our most commonly requested services. Service may be requested either online or by visiting our office at 155 Wylie Street in Chester.

 

Bill Payment Options

 

CMD offers multiple convenient bill payment methods. Please note that for all credit/debit card payments, a 3% fee will apply.

 

  • IN PERSON: Cash, check, money order, and credit/debit payments can be made in our office, located at 155 Wylie Street. A night deposit box is located in our drive-through for after hours payments.
  • BY MAIL: Check/Money Order payments may be mailed to us at P.O. Box 550, Chester, SC 29706. For safety purposes, please do not mail cash. When mailing payments, please include your account number and/or physical address with your payment
  • ONLINE PAYMENTS: Our online payment host, Municipal Online Payments, allows customers to pay via credit or debit card. It also includes useful account management tools such as billing and payment history, paperless billing, payment scheduling, text notifications, and more!
  • PAY BY PHONE (IVR): Make a payment by phone 24 hours a day! Call (833) 209-4044 and follow the prompts to pay over the phone with a credit or debit card. To use this service, please have your account number and physical service address available.
  • AUTOMATIC BANK DRAFT: CMD also participates in automatic bank draft payments. Customers who enroll can expect their payment to be automatically drafted from the connected bank account once per month based on the billing schedule. For more information on scheduling, please call and speak to our Billing Department. To enroll, simply fill out the form on the back of your bill and return it to the CMD office.
